  In the 23rd year of Emperor Kanhsi (1684), there were 1 state and 3 counties: Taiwan State, Taiwan County, Jhuluo County and Fomgshan County. The administrative region of Chiayi County today was under the rule of Jhuluo County, which governed 4 boroughs and 34 settlements. Within the territory of Chiayi County today, there was no borough but the following settlements: Tamao Settlement, Alishan Settlement and Cilengan Settlement – all 3 had been there since the Dutch reign. Tajufe Settlement (or Taguife Settlement) was added then.
  Around the 33rd year of Emperor Kanhsi (1694), Jhuluo County governed 4 boroughs, 14 villages and 40 settlements. Within the territory of Chiayi County today, there were 7 villages accounting for half of the 14 villages of Jhuluo County then.
  Among the villages, Guife Village and Nanshi Village (or Nanshijhu) had been around since the Jheng’s Era. There were 5 new villages: Lutzetsao Village, Taciutian Village, Guitzegang Village, Kanglang Village (Putze City today) and Tamao Village (Minhsiung Township today). The settlements remained unchanged.
  During the latter years of Emperor Kanhsi, Jhuluo County governed 4 boroughs, 9 administrative regions, 9 villages, 40 settlements and 23 townships.
  Among the 9 villages, the “outer 9 villages” were listed as 1 village. If the “outer 9 villages” were listed separately, there would be 17 villages.
  Within the territory of Chiayi County today, Peihsin Village (near Peishitze and Hsinjhuangtze of Minhsiung Township today) was added to the existing villages. Tushitze Village is supposed to be the “Tushitze” of the Jheng’s Era; the original “Kanglang Village” was divided into the greater and smaller Kanglang Villages.
  In addition to the existing settlements within the territory of Chiayi County today, Gantzewu Settlement (subjected by the Dutch rulers during the Dutch reign), Tafang Settlement, Lutze Settlement, Zaoluopo Settlement, Lumachan Settlement (Luman Village of Jhuci Township today).
  Among the 23 townships those situated within the territory of Chiayi County today included: Bengang Town (near Hsingang Township and Yunlin County Beigang Town today), Tushitze Town, Houshugang Town (Putze City today) and Tamao Town (in Tamao Village). During the reign of Emperor Kanhsi Bengang Town had replaced Wangang as the most prosperous townships in the region identified as Chiayi County today. During the year of Emperor Yungheng (1731), Jhuluo County associate mayor was appointed to “station in Bengang to oversee local administration and examine the ships.”
  In the first year of Emperor Yungheng (1723), the area north of Huwei Stream was severed for establishment of Changhua County and Tamshui Ting (administrative district).
  Around the 7th year of Emperor Cianlung (1742), Jhuluo County governed 4 boroughs, 7 administrative regions, 17 villages and 34 settlements. The villages, settlements and townships within the territory of Chiayi County today remained the same.
  Around the 30th year of Emperor Cianlung (1765), Jhuluo County governed 4 boroughs, 46 administrative regions, 18 villages and 33 settlements.
  Among the 46 administrative regions those whose terrains were all or mostly within the territory of Chiayi County today included: Nudiaohsi administrative region (Hsingang Township today), Tsaitougang administrative region (near Taipao City, Shuishang Township and Chiayi City today), Tamugun administrative region (Jhuci Township today), Tamoudong administrative region (near Minhsiung Township, Dalin Town, Meishan Township, Jhuci Township and Yunlin County Gukeng Township today), Tamounan administrative region (near Minhsiung Township, Hsicou Township and Hsingang Township today), Tamoubei administrative region (near Dalin Town, Hsicou Township and Yunlin County Tapi Township today), Taciutianhsi administrative region (near Putze City, Budai Town, Dongshi Township and Lutsai Township today), Longjiaotan administrative region (near Budai Town and Yijhu Township today), Baishigongtan administrative region (near Budai Town, Lutsao Township, Yijhu Township and Tainan County Houbi Township today), Dakanglangdong administrative region (near Taipao City, Lutsao Township, Yunlin County Beigang Town and Shuilin Township today), Lutzetsao administrative region (Lutsao Township today), Dakanglanghsi administrative region (near Putze City, Taipao City and Lioujiao Township today). Those whose terrains were partially within the territory of Chiayi County included: Hsiajiadongbei administrative region (near Lutsao Township, Tainan County Baihe Town and Houbi Township today) and Hsiajiadongnan administrative region (near Shuishang Township, Tainan County Hsinying City, Baihe Town and Houbi Township today).
  The villages and settlements within the territory of Chiayi County today remained unchanged.
  Among the 41 townships those located within the territory of Chiayi County today included: Shuijuetou Town (Shuishang Township today), Bengang Town, Tushitze Town, Putzejiao Town (Putze City today), Jhutzejiao Town (Putze City Dejia Borough today), Taciutian Town, Baishigongtan Town (Yijhu Township today), Tamou Town, Lumachan Town, Tapulin Town (Dalin Town today), Lutzetsao Town and Rongshuwang Town (Putze City today).
