Chiayi is an agricultural county, and agriculture and fishing are the lifeline of its economic development. In view of the technological reforms and diversification of distribution channels for agriculture and fisheries, and their need to transform and innovate in their producer-consumer relationships and branding, it is necessary for the government to cultivate more channels for producers to produce products that can better meet the demands of consumers in order to be rid of the anxiety of blind production.

Therefore, the county government will establish a new “Agricultural Development Committee” to provide assistance in technology, funds, marketing, and channel cultivation for farmers and fishermen to equip peasants with product supply and price negotiation abilities in either land-use-based or facility-use-based production.

A working team formed by the government will help farmers and fishermen to create stable market channels using big data and IoT and by organizing matching meetings for channel operators and producers in order to increase the production income of farmers and fishermen.

As agricultural and fishery production in Chiayi County requires food factories in the vicinity for grading, setting up, and processing agricultural and fishery products, we need an industrial park equipped with R&D capacities, biotechnology, and the cold chain system to equip farmers and fishermen with the power to face and adapt to extreme production environments. Therefore, we need to plan and build an agriculture and fisheries industrial park based on the Dapumei and Machouhou industrial parks.

Taiwan has become an aged society, and Chiayi has the highest percentage of elderly people in Taiwan. Therefore, we need a production and service base to meet the demands of an aged society. Whether it is the production and development of long-term care articles or care training, they are indispensable to the development of the long-term care industry. Therefore, we will strive for funds to build a “long-term care industrial park” to benefit elderly people in Chiayi and across Taiwan.

After the long-weekend policy takes effect, the tourism industry in different counties and cities will grow rapidly. Together with lowering the requirements for travel visas, visitors of surrounding countries and Southeast Asia can visit Taiwan more conveniently. In Chiayi, locals have gradually transformed many former agriculture and fisheries production bases into agritourism facilities, whether they are tourism factories, agriculture and fishery experiences, or economic or eco-tourism. However, most of them are lone wolves.

Tourism axis integration and tourism theme enrichment are musts for tourism development. Through horizontal collaboration and differentiation, improving marketing and increasing show participation, we can attract domestic and foreign visitors to visit Chiayi, share in its tourism economy, and launch different theme itineraries for different consumer groups in order to maintain our shared existence and create common good.

“Elderly” is a word that describes people of a specific age group. In terms of health standards, people in this age group can be healthy or disabled. The latter may include elderly people with mild disabilities and elderly people with severe disabilities. Therefore, we need to provide care that meets the needs of different types of elderly people.

For healthy elderly people or those with minor disabilities, we need to empower communities for elderly people to live happily within them. The country government will create a taskforce that integrates heath, social welfare, and education to help communities find the right direction to enrich their capacity, promote the anti-aging movement, and create a never-aging community.

For elderly people with severe disabilities requiring home or institutional care, we need to give them proactive care and guidance for quality care or tighten the audit of institutional care for elderly people to live with dignity in their later life.

Quality education concerns parents most in the low fertility era. We used to promote equal advancement in ethics, intelligence, physicality, and socialization. Then, aesthetics was added to form the five categories of education. As the food safety problem has been worsening, food education was then added to become a sixth category of education.

Regardless of the number of education categories, education aims to equip children with the ability to survive and live in society. After all, developing values and world views and cultivating living ability are important directions of education.

Therefore, equipping children with the ability to get along with others, a teamwork spirit, critical thinking, and keeping pace with times are our educational goals.

The country government should organize county-wide academic and sports competitions that can help develop teamwork, reward teachers with the ability to innovate, and encourage schools to develop their own features. Investing in education and connecting with the world, let’s turn our children into players of key roles in the global village.

Chiayi is a spacious county. Many infrastructure elements are old and need repairing and locals are suffering the pain of flooding. All these need the greatest determination and speed to mend and resolve.

The county government will conduct a village/borough-based county-wide census to examine the quality of exercise, medical attention, transportation, and roads for locals; caring and gathering environments (including activity centers and wedding banquet venues) for elderly people; cultural activities; and nursery facilities in the county, in order to understand the needs of locals, propose countermeasures, and resolve hardships in the daily lives of citizens based on the severity and urgency of problems.

Meeting the needs and resolving the problems of villages and boroughs are the only ways to fulfill the daily needs of citizens, improve the quality and environment of convenient life in the neighborhood.
