Jheng’s Era (1661-1683)

     On April 1 of the 15th year of Emperor Yungli (1661), Koxinga landed in Luarmen (near Hsiangong Tucheng of An-nan District, Tainan City today). On the 12th of the same month Koxinga arrived in Wengang to survey the geographic features. On May 2, He turned Chikan into Dongdumingjing and established 1 state and 2 counties: Chengtian Province, Tianhsing County and Wannian County. Modern-day region of Chiayi County was under the rule of Tianhsing County.   

    In August of the 18th year of Emperor Yungli (1664), Jheng Jing turned counties into states. Modern-day region of Chiayi County was under the rule of Tianhsing State.  

     Some of the Jheng government’s lower administrative organizations were named after “regiments” and some after “settlements.”  

     The Jheng troops were stationed in different locations for both development and defense, and for governing local residents. There were no administrative units named after “regiments” within modern-day region of Chiayi County, yet the actual military regiments stationed: the backup troop Hou Regiment was stationed in Yijhu Township; the Wuhsiang Left Regiment was stationed in Lutsao Township; the Jhi-wu Regiment was stationed in Shuishang Township and Chiayi City. In Minhsiung Township there were places named after the platoons.  

     According to the names of the villages and settlements listed on the map submitted to the Cing Emperor when the Jheng government surrendered, among those places situated within modern-day region of Chiayi County, Wengang, Alishan and Damao Settlement had been around since the Dutch reign. Newly added villages and settlements included Guifeshan, Tushitze (Tushi Village, Liaojiao Township today), Nanshijhu (Nanshijhu) and Jiatenglin (Chunjhu Borough of Taibao City today).  

     According to the writing of伊能嘉矩 (1867-1925), there were 5 cultivated administration regions situated within modern-day region of Chiayi County (including Chiayi City): Chiayi administration region, Damaonan administration region, Dakanglanghso administration region, Lutzetsao administration region and Longjiaotan administration region. According to the record of “History of Taiwan Development,” cultivated regions situated within modern-day region of Chiayi County included Putze, Lutsao, Shuishang, Taibao, Liaojiao and Minhsiung.   

    In sum, development of modern-day region of Chiayi County during the Jheng rule mainly took place along shoreline. Liaojiao Township was most noteworthy. Development along the near-mountain areas mainly took place in Minhsiung and Jhungpu Township.
